When cousins Chabelo and Pepito are made honorary members of the local police squad, they go undercover to infiltrate a gang of youths being trained by a criminal mastermind. The boys soon discover, however, that more than just petty theft is on the line. They uncover an army of strange, hypnotic-eyed kids who oversee slaves by entrancing them with mechanical toys.
